Preheat oven to 350. Meanwhile, heat oil in skillet. Saute peppers and onions until tender.
Add ground turkey, and cook until browned.
Add tomatoes, cauliflower rice, chili powder, salt, pepper and 3/4 cup cheddar cheese. Heat through.
Pour mixture into an 8x8 or 9x9 pan and top with remaining cheddar cheese. Bake at 350 degrees for 10-15 minutes, until cheese on top is melted and slightly brown.
